That pitch-line figure is a close estimate of the handrail length for a rail that runs straight from bottom to top newel. Add an allowance — commonly 100-300mm (4-12in) depending on the style of end cap, volute or newel return — because most handrails need extra length to terminate cleanly rather than stopping exactly on the pitch line.
Worked example
Take a flight with 13 risers at roughly 178mm (7in) each and 12 treads at roughly 254mm (10in) going. Total rise is about 2,314mm and total run is about 3,048mm. The pitch line length works out to roughly √(2,314² + 3,048²) ≈ 3,826mm (about 150.6in, or 12.5ft), and the pitch angle is arctan(2,314 ÷ 3,048) ≈ 37.2 degrees. Add an allowance for the end treatment and you would order a rail somewhere around 4.0-4.1m (13-13.5ft) to be safe, always confirming against a physical measurement before cutting.
